BYLAWS
of the
SOUTHERN CLINTON COUNTY SPORTSMEN’S ASSOCIATION, INC.
Loganton, Pennsylvania


ARTICLE I: Name and Purpose

Section A: The name of this organization shall be the Southern Clinton County Sportsmen’s Association, Incorporated.

Section B: The objectives and purposes of the Southern Clinton County Sportsmen’s Association, Inc., hereinafter referred to as the “Organization,” shall be as follows:

1. To create, foster and assist in the maintenance and improvement of forest, field and stream habitats for wildlife and fish.
2. To assist in the conservation of the natural resources of Pennsylvania.
3. To encourage the practice of good sportsmanship and compliance with local, state and federal game laws.
4. To promote hunter safety.
5. To cooperate with the Pennsylvania Game Commission, Pennsylvania Fish and Boat Commission, and the Department of Conservation and Natural Resources in any manner that will insure better hunting and fishing and the conservation of natural resources.
6. To recruit and retain youth, women and other sportsmen into outdoor recreation, and promote the attitudes and skills essential to a true outdoor sportsman.
7. To cooperate with other organizations that share the objectives stated in paragraphs (1) through (6).

Section C: All activities shall be in harmony with the purposes, principles and ideals of the Pennsylvania Federation of Sportsmen’s Clubs, the National Rifle Association and any other organization with which this Organization is affiliated.


ARTICLE II:  Membership

Section A: Membership in the Organization shall consist of the following kinds:

1. Regular Membership: Any male or female sixteen years of age or older.
 
2. Junior Membership:  Any male or female twelve through fifteen years of age.
3. Cub Membership: Any male or female 11 years of age or younger.
4. Honorary Membership shall be extended to the following, such privilege to be determined by the Organization:

a. Any Waterways or Wildlife Conservation Officer;
b. Any DCNR official;
c. Any law-maker who has shown an interest and cooperative attitude in the Organization’s purpose and principles;
d. Any member of the Armed Forces on active duty;
e Any other person who has demonstrated outstanding service to the Organization.
5. Life Membership:  Shall be available to anyone upon payment of the Life Membership Fee to be determined by the Organization.

Section B: The membership calendar shall commence October 1 and extend through September 30 of the following year.

Section C: The Organization shall determine membership dues.


ARTICLE III: Voting

Section A: Voting privileges shall be granted to any member in good standing who attends/assists with a combination of 50% of the meetings/events of the club within the previous twelve months, and conducts himself in a manner becoming a sportsman.

Section B: The Organization may determine eligibility of a previous voting member if such member’s voting rights become questionable.


ARTICLE IV:  Suspension

Section A:Any member may be suspended or expelled from the Organization for any cause deemed sufficient by the Organization by a two-thirds affirmative vote at any regular or special meeting. The Secretary will provide written notice to the member at least fifteen days in advance of the vote.  There shall be no refund of membership dues. A list of the names of members who have been suspended shall be prepared by the Secretary, showing name, date of suspension, and reason for suspension.  This list shall be available for inspection by all members. If a license suspension exists, denial of membership shall be for the duration of said suspension.


ARTICLE V: Emblem

Section A: The emblem of the Organization shall be an Indian head with the words, “Southern Clinton County Sportsmen’s Association, Inc.” appearing on the emblem.

Section B: The emblem for any given year may be either the badge (button) or the patch (cloth) type, depending on the wish of the majority of members.

Section C: Life membership shall be designated by a special patch and card to be determined by the Organization.


ARTICLE VI:  Officers and Qualifications

Section A: The officers of the organizations shall be the following:

1.President
2.First Vice President
3.Second Vice President
4.Secretary
5.Treasurer

Section B: The above officers shall serve one (1) year terms and be elected on an annual basis.  The President, First Vice President and Second Vice President shall serve no more than three (3) consecutive terms.

Section C: The above officers together with the Immediate Past President, Immediate Past Secretary and Immediate Past Treasurer shall be referred hereinafter as the Executive Board.

Section D: To qualify for officership, a member must have had voting privileges for the two (2) previous years, or be approved by the current Executive Board.

ARTICLE VII: Duties of Officers

Section A: The President shall call and conduct all meetings, appoint all committees, and execute any other duties that may legally pertain to his office. The president, by virtue of his office, shall automatically be a member of any and all committees and shall be entitled to voting privileges during any committee vote.  In case of an Organization vote, the President shall vote only in the case of a tie vote.

Section B: The First and Second Vice Presidents shall assist the President in his duties and, in the order named, assume all duties of the President in his absence.

Section C: The Secretary shall handle all correspondence, keep minutes of meetings, and maintain a record of membership as provided by the membership committee chairman.

Section D: The Treasurer shall keep an account of all receipts and expenditures and give an accounting at each meeting.  He shall provide his books and accounts to be audited by a committee at the end of each fiscal year, such year to begin January 1 and end December 31.  The Treasurer shall be bonded to cover the maximum expected balance during the fiscal year.

Section E: The Executive Board shall have general supervision of the affairs and properties of the Organization between meetings.

Section F: All officers shall attend at least two-thirds (2/3) of the regular monthly meetings.


ARTICLE VIII:  Procedure for the Election of Officers

Section A:The President shall appoint a Nominating Committee during the regular monthly meeting in November.  At the December meeting, the Nominating Committee shall present a list of candidates for offices to be filled on the Executive Board. Nominations from the floor will also be considered and election of officers shall require a majority vote.  Election shall be by secret ballot and each office shall be voted individually.

Section B:The Executive Board shall be empowered to fill any office which may become vacant, except the office of President which will be filled by the First Vice President.


ARTICLE IX:  Meetings and Conventions

Section A: All regular monthly meetings of the Organization shall be held the second Wednesday of each month at the club grounds at 7:30pm.  If cancelled for any reason, the meeting will be held the following Wednesday at the same place and time.

Section B: Should a majority of the voting members so elect, the time and place of the meeting may be changed.

Section C: The President shall appoint all delegates, who must be voting members, to any County, District, State or National meeting. No delegate is allowed to vote on any subject unless he has first been instructed by the Organization on how they wish to handle such subjects and have him vote.  Any delegate attending such meetings shall be reimbursed for reasonable meal and lodging expenses upon request. A predetermined amount for mileage shall also be granted upon request. Anyone attending such meeting shall be required to render a complete report of the proceedings of that meeting.

Section D: A quorum shall consist of any three (3) officers in addition to five (5) voting members.


ARTICLE X: Standing Committees

Section A: This organization shall have the following standing committees:

1.Club Grounds:  Care and Management
2.Sporting Activities (to include sporting clays, archery, trap)
3.Publicity (to include media, webpage)
4.Membership
5.Education (to include Hunter/Trapper Education, Youth Field Day, Women Afield)

Section B:No committee shall be composed of less than three (3) members in good standing and shall be appointed by the President to conduct any business, however small the business may be.  The first person appointed to any committee by the President shall be the Chairman of that committee and will call said committee together for any business that he may deem necessary to perform. The Chairman of any committee will report to the President and Executive Board and will report to each regular meeting on the progress that has been made so that the members of the Organization may know of the business being conducted.


ARTICLE XI:  Monies

All committees holding any activities under the auspices of this organization’s name and charter shall be required to make a report to the President and the Executive Board of all expenses. All profits due this organization shall be turned over to the Treasurer for deposit. Should any committee sponsor any activity whereby any cash, material, or donations of any kind be received and they wish any or all be used for any particular purpose, the Chairman of that committee shall so state before the sum is turned over to the Treasurer of this organization, and written notice of such shall be place on the minutes of the regular meeting. Any committee expecting expenditures of monies shall get such recorded on the minutes of the regular meeting prior to incurring such expenditures.  Receipts are required for all expenses to be reimbursed to individual members for normal and reasonable expenses.  Reimbursement for expenses, individual or combined, of more than fifty (50) dollars shall require pre-approval of the Executive Board.

ARTICLE XII: Organization Property

Section A:The officers of this organization or any member having any property of this organization in their care shall deliver to their successors upon the completion of their term of office said property to the President or the Secretary who will report such transfer on the minutes.


ARTICLE XIII:  Right of Signature

No member of this organization shall have the right to sign any agreement, ask any favors, enter into any agreement, make any commitments, make public announcements, place any orders or contracts of any kind unless authorized by the Executive Board.  Written contracts must be approved by the membership at a regular monthly meeting, except in the case of extenuating circumstances.


ARTICLE XIV: Rules for Club Grounds

Section A: Random use of club grounds by club members only.

Section B: Random use of archery, pistol, and rifle ranges by club members only.

Section C: Trap range equipment for use with organization sanction only.

Section D: Organization events open to public unless otherwise stated.

Section E: Camping in designated areas only. Camping space will be granted to members and the general public, the latter with club sanction only.

Section F: The Organization’s pond’s purpose is that of providing fire protection and fishing opportunities. There will be no shooting into or unto the pond by pistol, rifle, shotgun, bow, or otherwise, except for sanctioned archery events. Fishing is by members at all times unless otherwise posted.

Section G: Club equipment will at no time be used off the club grounds without organization sanction.

Section H: That committee in charge of any area where equipment is to be used will be responsible for the proper use and maintenance of that equipment.

Section I: Rifle range must be used in accordance with approved Range Rules, to be periodically reviewed and revised by a committee appointed by the President.  Range Rules shall be posted in the club house and at the rifle range.
ARTICLE XV:  Rules for Club House

Section A: Any non-voting member can have the use of the club house subject to prior scheduling and receipt of organization sanction.  “Permit for Facilities Use” must be received and approved by general membership at a regular meeting. Executive Board may act in the best interest of the general membership to approve club house use when necessary.

Section B: Club house use must be used in accordance with rules outlined on “Permit for Facilities Use,” to be periodically reviewed and revised by a committee appointed by the President. Club house rules shall be posted in the club house.

ARTICLE XVI: Amendments

Section A: Any proposal for a by-law amendment must be introduced by a member in good standing at any regular club meeting. It must be acted upon by members in good standing at the next regular club meeting.  A two-thirds majority vote of those members present will be necessary to pass or reject the proposal.
